Trey Hawkins, VP Political Affairs, CUNA

Trey Hawkins is a political professional with nearly two decades of experience in campaign and political action committee (PAC) management, fundraising, political communication, grassroots and issue advocacy. He currently serves as Vice President, Political Affairs, for the Credit Union National Association (CUNA), where he directs political and grassroots action on behalf of credit union-friendly candidates and issue advocacy campaigns nationwide.

Since joining CUNA in 2005, Trey has grown CUNA's political program to nearly $8 million in expenditures per cycle, including CULAC, CUNA's $5.5 million federal PAC, recently ranked the 2nd largest trade association PAC nationally. In the 2016 election cycle, CUNA invested a record $6 million in federal elections, winning a pro-credit union majority in Congress via an aggressive independent expenditure and member voter contact program. Trey also leads an innovative $2 million issue advocacy campaign on credit union priorities, launched in 2017.

Prior to joining CUNA, Trey served as the Louisiana Democratic Party's Finance Director during the 2003 state and 2004 federal elections, raising nearly $6 million for the party and its candidates and directing overall fundraising strategy for the coordinated campaign efforts that elected a Governor, four of the other five statewide office holders, and a U.S. Congressman. Trey also managed a campaign for Illinois Lieutenant Governor and directed campaign finance strategy for three nationally-targeted U.S. House campaigns in Illinois, Tennessee and Iowa.

A native of Montgomery, Alabama, Trey holds a B.A. in History and American Politics & Policy from Tulane University in New Orleans, Louisiana. He resides with his wife, three children and chocolate lab in Arlington, Virginia. His spare time is divided among youth soccer and Little League baseball games, leading a Cub Scout Den, and obsessing over the Atlanta Braves, New Orleans Saints and SEC football.

Jim Nussle, Credit Union National Association

In September 2014, Jim Nussle was named president/CEO of Credit Union National Association, the largest and most influential national financial services trade association advocating for America's credit unions. CUNA represents nearly 6,700 credit unions with almost $1.1 trillion in assets and more than 100 million members nationwide. Nussle served in the U.S. House of Representatives from 1991-2007 as an Iowa Republican. From 2001-2006, he served as chairman of the House Budget Committee, a key panel that oversees the federal budget process, and he was a member of the House leadership on both the Banking and Ways and Means Committees. In 2007, President George W. Bush tapped Nussle to be part of his cabinet as the 36th director of the OMB, the largest office within the Executive Office of the President of the United States.

Nussle also served on the founding board of Growth Energy, a trade association of renewable energy companies and industry partners, and later became its president and COO.

A native Iowan, he received a degree in political science from Luther College in Decorah, Iowa, and his law degree from Drake University in Des Moines.

Jim Phelps, Chief Advocacy Officer & Senior Vice President for Cornerstone Credit Union League, is responsible for overseeing the political, legislative and regulatory advocacy functions. He serves as the advocacy advisor to the League’s board of directors, and the primary liaison to several League and CUNA advocacy committees. He is a member of the American Association of Credit Union League’s Political Involvement and Grassroots Committee, and helped to develop the League’s YP initiative for credit union professionals under age 40.

In addition to his advocacy responsibilities, Jim is active in the state and federal association community and earned the Certified Association Executive (CAE) designation in 2013. In 2017, he was a mentor for the Texas Society of Association Executives Leadership Program.

Jim is a graduate of Northern Illinois University and resides in Denton, Texas.

Lisa Servon is Professor of City Planning at the University of Pennsylvania. She was previously Professor of Urban Policy at The New School, where she also served as Dean at the Milano School of International Affairs, Management, and Urban Policy. She conducts research in the areas of urban poverty, community development, economic development, and issues of gender and race. She has written for the New York Times, the Wall Street Journal, the Atlantic (online) and the New Yorker (online) and spent 2015–2016 as a scholar at the Russell Sage Foundation. Her most recent book is The Unbanking of America: How the New Middle Class Survives. Servon holds a BA in Political Science from Bryn Mawr College, an MA in History of Art from the University of Pennsylvania, and a PhD in Urban Planning from UC Berkeley. She lives in Brooklyn with her husband, two children, and a dog named Friday.

As president of American Share Insurance, Dennis is responsible for all operational and financial affairs of the nation’s largest private deposit insurer for credit unions. Prior to assuming his role as the company’s chief executive officer in 1990, he functioned as its chief financial and risk management officer for five years. Before joining American Share, Dennis was a practicing Certified Public Accountant; wherein, he devoted his services to the credit union movement for ten years.

Under his leadership, the Company has defended, preserved and advanced the private insurance option in federal and state legislatures during changing times and successfully sought and secured various statutory changes benefiting member credit unions. During his tenure, he has also brought new and innovative principles to play in the structuring of the nation’s only multi-state private insurer. Currently American Share provides private share insurance to credit unions in nine states and excess share insurance, through its wholly-owned subsidiary Excess Share Insurance (ESI), to credit unions in 32 states and the District of Columbia.

Kyle has a passion for helping members achieve their financial goals and has worked with other non-profit organizations to improve their communities. Mike Fryzel, Past Chairman of NCUA

Michael E. Fryzel served on the NCUA Board for six years and was its Chairman during the 2008-2009 financial crises that impacted both corporate and natural person credit unions. Mike is an attorney and consultant to the financial services industry with offices in Chicago, Illinois.

He is a former Director of the Illinois Department of Financial Institutions and was as a member and chairman of the Illinois Governor’s Board of Credit Union Advisors serving three different Governors. Mike was also a Commissioner of the Illinois Court of Claims and a prosecutor for the Illinois Secretary of State.

Prior to serving on the NCUA Board, Mike was in the practice of law representing various financial services businesses such as credit unions, insurance companies, banks, consumer credit lenders and check cashing operations. He also specialized in commercial real estate.

Mike served on President Trump’s Transition Team and was the lead person for the NCUA transition. He conducted a review of the entire agency and developed Agency Action Plan which spells out the changes and initiatives President Trump has stated he wants implemented within the financial regulatory structure.

Although the Department of Justice’s (DOJ’s) ongoing project for additional rulemaking involving the potential application of the Americans with Disabilities Act (ADA) to private businesses’ websites has been put on indefinite hold, the subject continues to gain momentum in the courts. Numerous lawsuits have been filed on behalf of persons citing non-compliance with ADA Website Accessibility Guidelines. Steve Gibbs manages Shared Compliance Resources (SCR), a division of Credit Union Resources, Inc and the Cornerstone Credit Union League (CCUL). His career of over 30 years in the financial industry includes service with the Federal Reserve Bank of Dallas, the Federal Home Loan Bank of Dallas (Office of Thrift Supervision - “OTS”), and the Federal Deposit Insurance Corporation (FDIC). Steve holds CUNA’s Credit Union Compliance Expert (CUCE) and Bank Secrecy Act Compliance Specialist (BSACS) certifications. Steve served the Texas Credit Union League as Director of the Southwest CUNA Management School, Director of Information Central, and Lobbyist/Legislative Analyst. At Western Corporate Federal Credit Union for 13 years, Jeff served as vice president of research and member lending for three years, managing the corporate’s lending programs, credit risk exposures and a successful loan participation program. Previously, Jeff was vice president of portfolio management. He also founded and led the Financial Solutions Group, WesCorp’s ALM consulting service.

Prior to joining WesCorp, Jeff was the founder/principal of a full-service real estate practice that focused on representation of buyers. In addition, he previously served as the chief investment officer for the Texas State Treasury and as vice president of investments for Boatmen’s Bancshares.

Jeff holds a bachelor’s degree in finance from the University of Texas and a master’s degree in business administration from Texas State University. He is a Chartered Financial Analyst and has his FINRA Series 7 license.

Carlos Molina, CUNA Mutual Group

Carlos Molina is a risk management consultant in Business Protection Risk Management for CUNA Mutual Group. In this role, he is responsible for assisting credit unions in identifying areas of risk in their operations and recommending appropriate controls to reduce loss exposures. While knowledgeable in a variety of topics, he is especially focused on employment practices liability, physical security, employee safety and deposit account fraud. Molina began his career with CUNA Mutual Group in 2004 and serves credit unions in New York, New Jersey and southeastern Pennsylvania. Prior to joining CUNA Mutual Group, Molina was a criminal investigator with the Public Defender's Office in Essex County, N.J. Molina graduated from Pace University in 2000 with a bachelor's degree in criminal justice and holds a Masters in Administrative Science from Fairleigh Dickinson University (FDU). He also holds the following designations: Certified Risk Manager (CRM), Certified Fraud Examiner (CFE), CUNA certified Credit Union Compliance Expert (CCUE) and Credit Union Enterprise Risk Management Expert (CU-ERME).

Charles Williams, III, Esq. is a founding shareholder and principal of Blalack & Williams, P.C. For nearly three decades, Williams has concentrated his practice on the representation of credit unions and financial service providers, specializing in state and federal regulatory affairs, lending and deposit account systems and policy development, bankruptcy representation and consumer credit issues. He is a member of the Dallas Bar Association, the Corporate, Business and Bankruptcy Law section of the State Bar of Texas, and the Texas Association of Bank Counsel. He is a member of the Business Law section of the American Bar Association and serves on the credit union operations subcommittee. Williams is a frequent instructor and lecturer around the country for state credit union leagues, trade associations, credit union chapters and individual financial institutions addressing bankruptcy issues, deposit and lending compliance topics and other operational, managerial and regulatory issues. He serves as an adviser to numerous businesses serving financial institutions in the development of lending and deposit account forms, and he advises his credit union clients in the formulation and maintenance of contractual relationships with their vendors and service providers.
